How Does the Deflection Program Work?

Step 1: Make the Call 

Contact the program at 971-203-0156 within 48 hours of your law enforcement referral. A phone screening is required to start the process. Don’t worry—this line is available 24/7, so help is always just a call away.


Step 2: Visit the Deflection Office

Report in person to 230 Strand St., Saint Helens, OR 97051 (inside the Courthouse, Public Health office) within 7 days of your referral. This visit confirms your participation in the program.


Step 3: Commit to Engagement  

Engage with the program for 90 days by:  

  • Participating in treatment plans.  
  • Connecting with peer navigators for guidance and encouragement.  
  • Utilizing resources to address needs like housing, employment, and healthcare.  


At the end of the 90 days, if you successfully engage, your case may be dismissed or classified as “No Action."

How Can a Peer Navigator Help Me?

Peer navigators are your trusted guides throughout the program. They:

  • Help You Navigate: Simplify the process and help you stay on track.
  • Encourage Accountability: Support your efforts and celebrate your milestones.
  • Connect You to Resources: Assist with scheduling appointments and accessing community services.
  • Understand Your Journey: Listen without judgment and offer personalized advice based on lived experience.




What charges qualify for this program?

The Deflection Program focuses on individuals cited for possession of controlled substances.

What happens if I miss the 48-hour or 7-day deadlines?

If you miss these deadlines, you may lose the opportunity to participate, and your case could be forwarded to the District Attorney’s Office for prosecution.  

Can I participate without a law enforcement referral?

No, this program is specifically designed for individuals referred by law enforcement.  

Do I have to pay for program participation?

No, the program’s services, including peer navigation and access to resources, are provided free of charge.

What if I relapse during the program?

Relapse is a part of many recovery journeys. The program is here to support you through challenges and help you get back on track.
